Senior Associate
Bill is the Director of WHH Associates, LLC. He graduated from VA Tech in 1969, and served in a variety of command and staff positions during a 30-year Army career. Operational tours were with the 3rd Armored and 82d Airborne Divisions, and the 197th and 193rd Separate Infantry Brigades, where he commanded the 5th Battalion 87th Infantry, Task Force Wildcats, during the invasion of Panama, Operation Just Cause. Staff Tours included teaching ROTC at Clemson University and serving as a Operations Research Systems Analyst at the Infantry Center, USSOUTHCOM, and on the Secretary of the Army's Staff, where as the Chief of Analysis, ASA(ALT) he supervised the acquisition milestone analytical reviews of all Army Category I major equipment development programs. His last assignment was in Riyadh as the Deputy Program Manager Saudi Arabian National Guard Modernization directing the modernization of the national headquarters staff. His military schooling includes Infantry Officer Basic and Advanced Courses, Command and General Staff and Air War Colleges. His skills and qualifications include Combat and Expert Infantryman, Senior Parachutist and ORSA. He retired from the military in 2000 and joined MPRI to work at the Joint Warfare Analysis Center as a senior operational campaign analyst in the Advanced Concepts Division responsible for analyzing and assessing the operational impacts of classified effects-based targeting options provided to the Unified Commands. Later, as the Manager, Land Systems for Whitney, Bradley, Brown Inc, Bill worked with Northrop Grumman Corporation on CONOPS for the US Army's Future Combat Systems that described and provided operational context for advanced warfighting architectures. As a Senior Military Analyst for Alion Science and Technology, Bill developed a technology investments strategy for the U.S. Army Simulation, Training and Technology Center and consulted with the Office of the Secretary of Defense, Personnel and Readiness, in the technology development that supports the training, embedded training, advanced distributed learning (ADL), modeling and simulation, and test and evaluation of the Training Support System of Systems (TSSoS) for the Future Force. After joining JHNA in August of 2003 Bill has been the lead in concepts development and training. Since then, he has developed operational concepts, vignettes, and architectures, participated in modeling and simulation, and embedded training development for the Future Force Warrior Advanced Technology Demonstration. Additionally, Bill has developed operational concepts, architecture products, and scenarios for the Unmanned Autonomous Collaborative Operations STO, GoldenEye 50 and Excalibur Unmanned Aerial Vehicles, and the Joint Architecture for Unmanned Systems initiative. His Graduate Degree is from Clemson University. He and his wife Betty live in Orlando, Florida. They have two sons, Bill and Tim, both Majors in the Army, and five grandchildren.
